Unfortunately, we have no good news this August for our fellow model-making enthusiasts across Europe outside of Germany. The new EU Packaging and Packaging Waste Regulation (PPWR) mandates the appointment of an authorized representative in every EU country to which our products are shipped. This representative is responsible for placing the packaging on the market and is liable for compliance with waste management regulations in the respective EU country. This requirement applies regardless of shipping volume—whether it involves a single package or thousands. This entails not only a significant financial burden but also a heavy administrative workload. Alternatively, one could establish a local branch in each country; however, for small business owners, this is effectively unfeasible given the large number of EU member states.
Many small business owners—DorrModellbau included—find themselves compelled by this regulation to stop shipping to other EU countries, effective immediately. What is manageable for large international corporations effectively spells the end of international trade for small-scale manufacturers.
